The East of England Plan sets out the regional spatial strategy for planning and development in the East of England to the year 2021. It covers economic development, housing, the environment, transport, waste management, culture, sport and recreation, mineral extraction and more. The Plan is currently at the post-EIP modification stage, the Secretary of State having further increased the housing provision in the plan even over the increased figure recommended by the EIP panel. It is anticipated that the Plan will be adopted by Summer 2008 though work has already commenced scoping the next review.

Growth in the region is focussed in and around Cambridge and the wider sub-region with a new settlement underway in Cambourne and a further settlement planned at Northstowe. Cambridgeshire Horizons is the 'delivery vehicle' for development in this area. Major expansion is also planned at Harlow. HBF is engaged in regular liaison with the Government Office, local authorities and Cambridgeshire Horizons in seeking to facilitate delivery of this growth agenda.

Four locations in the Eastern region have been shortlisted as sites for possible Eco-towns, these being:

Hanley Grange, Cambridgeshire

North East Elsenham, Essex

Coltishall, Norfolk
