HBF has submitted written comments to Daventry District Council about its draft local development scheme.

Page 3 Saved policies and plans

In the last but one paragraph of the section, reference is made to the continued use of existing SPGs until they can be replaced with SPDs. HBF points out that SPGs can only be used to supplement policies in an adopted local plan. Furthermore, once new LDD documents are adopted, these will override and end the need for many current SPGs.

It is stated that SPD will be prepared to identify the contribution that development will be required to make.

The HBF understands that such an approach will not be permissible under the new planning Act. Any matters of importance to development costs will instead need to be clearly set out in an LDD (rather than being left to an SPD).

It is stated that SPD will be prepared to provide more detailed guidance on the councils affordable housing policies.

The HBF understands that such an approach will not be permissible under the new planning Act if the intention is to specify specific levels of provision or financial requirements. Any matters of importance to development costs will instead need to be clearly set out in an LDD (rather than being left to an SPD).
