The Government’s proposals, on which a consultation closed in October, would deem all workers in construction to be subject to PAYE rules unless they qualify for one of three proposed exemptions. The proposals have created wide concern amongst industry bodies and HBF’s consultation submission raised several concerns about their impact and workability based on member comments.
