HBF has submitted written representations to the forthcoming local plan inquiry into the proposed change to Policy HSG10 of the adopted Elmbridge local plan on affordable housing. The proposed change seeks to lower the site size threshold over which a proportion of affordable housing will be sought in new housing development to a level below that contained in Government guidance. It also seeks to apply a district wide target percentage for affordable housing provision. HBF considers both of these aspects of the policy change to be contrary to Government guidance as set out in planning circular 6/98.
