HBF objects to aspects of this Supplementary Planning Guidance as it is contrary to Government policy in Circulars 1/97 and 6/98. HBF has submitted representations objecting to aspects of Portsmouth City Council's SPG on Planning Obligations as they are contrary to various elements of Government advice in Circulars 1/97 and 6/98. Particularly in terms of: (i) seeking developer contributions for matters which do not satisfy the five 'tests of reasonableness' set out in Circular 1/97; and (ii) excessive requirements for affordable housing provision.
