HBF has submitted representations to Lichfield District Council for SPG on Developer Contributions. Proposed changes are seeking to assess the cumulative impact of developments and effectively imposing a tariff on development. The approach of the Council does not demonstrate that this tariff is required to meet the infrastructure needs associated with a specific development. This tariff is therefore an additional cost on development that is distinct from the planning obligation. It is the HBF's view that the SPG is contrary to Circular 1/97 - Planning Obligations.
