HBF has submitted comments to the Welsh Assembly Government (WAG) on the proposed new Local Development Plan system for Wales. The HBF is concerned with: * the slow progress councils make on development plans * the problems that the transition proposals and SEA requirements have created for the objective of achieving up-to-date development plan coverage - and the effect it will have on land supply and certainty; * the relationship with sub-regional and national planning and the need for incentives and penalties to ensure local authorities deliver.
