HBF submitted written comments to Breckland District Council concerning the draft methodology for its Urban Capacity Study. It feels that the study methodology contains a number of deficiencies.
The HBF's main concerns raised relating to the proposed methodology for the Study being:
- the examination of larger villages in addition to urban
centres.
- the need for the use of realistic density multipliers
and discount rates.
