HBF's response to the CLG Consultation on Revised Circular on Costs Awards in Appeals and other Planning Proceedings submitted today. The response draws on member contributions from around the country at regional planning meetings and draws attention primarily to concerns regarding the assessment of unreasonable behaviour for which an award of costs may be made.
