The Government published its Housing Green Paper - 'Homes for the Future: more affordable, more sustainable' on 23rd July 2007. 'Water Efficiency in New Buildings' and 'The future of the Code for Sustainable Homes - Making a rating mandatory' are two of a series of supporting documents which were issued at the same time.
