Home Building Skills Partnership


Attracting more, high quality people into the home building sector is one of the biggest challenges we face.

To help address this, the Home Building Skills Partnership has launched a major campaign to attract more young people into the industry.

Our latest campaign will run alongside National Apprenticeship Week 2021 between 8th -14th February 2021.

Content will direct people to our dedicated careers website  www.housebuildingcareers.org.uk to learn more about the variety of roles and opportunities available. Visitors can access a map (focusing on the 12 key job roles) allowing them to filter down and find out which employers are recruiting in their region, if your company is not listed please fill out the form here.

We want to engage members and partners to help promote the campaign messages via their own social media channels. Please remember to use the hashtags #NAW2021 #Housebuildingcareers.

The Home Building Skills Partnership (HBSP) was set up by the Home Builders Federation in 2016 (initially funded by CITB) and is a collaboration of home builders and supply chain organisations working together to attract and develop the workforce of the future and in doing so change the culture of the home building sector.

The HBF Skills Partnership team supports and facilitates collaboration between home builders, companies committed to working together and with subcontractors to recruit and train more people to the highest industry-agreed standards and ensure that the home building industry can recruit and train the people necessary to deliver the supply of good quality new homes the country needs.


The skills gap, whilst acknowledged by the sector, requires a collective and committed response if we are to tackle it sustainably in the long term. By working together, we will send a powerful message, not only to the wider home building sector, but to government, education and careers providers, and of course, future recruits that the industry is serious about tackling the skills shortage.

Size of the Challenge

The long term key aims of the Partnership focus on:

  • Career Attraction – how to attract new entrants into the industry.
  • Skills and development – how the industry trains its staff.
  • Supporting supply chain development – the training interface with subcontractors.
  • Diversity, Inclusion and Wellbeing particularly mental health

For each of these areas, the Partnership has set up an activity group that will focus on shaping individual workstreams and pushing important work forward together.

Ultimately, the objective is to instigate a shift in culture and behaviour at all levels of the home building industry – from the major home builders, right through to SMEs. Together we can achieve that.

In 2017 the Home Building Skills Pledge was launched, companies committing to working together and with subcontractors to recruit and train more people to the highest industry-agreed standards. All of HBF’s larger members have signed up alongside an increasing number of medium and small members – meaning companies responsible for well over half the homes built in England are already committed to the five key actions set out in Home Building Skills Pledge.

As part of its £2.7m CITB funding agreement, an independent evaluation of the work of the Home Building Skills Partnership (HBSP) has been produced by consultancy Skyblue.

Home Builders Visitor Card

In June 2018, the Construction Skills Certification Scheme announced that they would be withdrawing the Construction Site Visitor card.

The Home Building Skills Partnership responded and with partners, Reference Point and CIGA, launched a new replacement card, the Home Builders Visitor Card, in December 2019.

Pathways into Home Building Careers

Following the publication of CITB’s Strategic Plan and because of CITB’s continued limited resources and changing priorities within the sector the Pathways into Construction Project will no longer be financially supported by CITB. We are maintaining contact with delivery partners and employers engaged in the delivery to date to ensure we continue to support individuals who participated in our programmes.  It is important for us to continue to support these under-represented groups to increase diversity in our sector and we will be promoting more opportunities to get involved in this work over the coming months.
