Extract from Barker Review final report:

“The industry should work together with the Commission for Architecture and the Built Environment (CABE) to agree a code of best practice in the external design of new houses. Where planners and housebuilders disagree on specific design issues, they should seek arbitration, possibly through CABE, to resolve these matters.”

HBF responded positively to Recommendation 35 and, with Design for Homes and Design Council Cabe, developed the Building for Life process into Building for Life 12 (BFL12). This urban design assessment tool is now used both directly by the development industry for addressing the 12 key elements of good design and as a way of ensuring that design discussions between local authorities and developers have a common starting point.
