Consumer Code for Home Builders Consultation

Dear Member, 

Consumer Code Consultation

The Consumer Code Management Board has announced that a review of the Code will take place over the coming months. I attach a Consultation document for your consideration.

The Consultation will look at the scope, operation and impact of the code and they will be seeking views from a wide range of audiences and stakeholders. The stated objective of the Consultation is ‘to seek the widest possible perspective on the Code to ensure it builds upon the strengths of the current requirements, and support of the industry, ensuring it remains viable and credible when reducing consumer detriment in the new home buying market.’

The Code Management Board have appointed an independent Chairman, John Bridgeman CBE, to oversee the review process.

The Consultation focuses all aspects of the Code including;

Housebuilders' staff awareness of the code, and training in this regard.

Visibility of the Code for consumers

Information provided by housebuilders to buyers – including on fees/charges

Choice of the buyer's financial advisor

Housebuilder treatment of vulnerable buyers

High pressure selling techniques

Dispute resolution  - including timeframes/fees

Feedback on Code compliance for builders

Code Governance arrangements

Financial protection level provided by the Code

It is important that house builders' views are fed into the Management Board, such that any future changes to the Code that result from the Consultation reflect the industry’s perspectives. HBF will be making a submission on behalf of the industry and we would very much welcome your comments on the questions in the consolation document to inform our response.

Submissions have to be made by October 31 so we would request you sent your thoughts to Steve Turner by Monday October 19 at the latest.
