New Arrangements for Sustainable Drainage for new homes

Update on briefing paper issued on 18th December 2014

As previously reported back in late December the Communities Secretary, Rt Hon Eric Pickles MPconfirmed details relating to the proposed implementation of Sustainable Drainage Systems (SuDS) for new residential developments.

The Secretary of State announced that a new implementation date of 6th April 2015 will apply and stated that the new arrangements will now not apply to developments of less than 10 homes.

We are informed that the new standards and process should be signed off in the next week ready for the implementation date of the 6th April 2015.

The process is to deliver the new standards etc; through the planning system with the planning guidance being based on one set of standards, the Defra national standards. As some of the areas addressed by the standards are already covered by planning policy these would not be replicated and others as they are of a technical nature will be hosted by Defra separate from the planning guidance. These will be clearly signposted through the planning guidance. This is an approach used elsewhere in planning guidance.

It is also intended that the Lead Flood Authority will be a statutory consultee to major developments for surface water drainage.

We are not aware as yet of what the transitional arrangements will be as we have not yet seen the final documents/ guidance etc but as the date for implementation is fast approaching felt we should inform members of the current position.
