We have been working closely with officials and Ministers in Communities and Local Government over the last few months to ensure that CIL is implemented in ways that do not choke off development. These discussions have involved representatives from both the development industry and local government at both officer and member level.
The group looked across the whole CIL process from charge setting through to execution taking account of our experience of engagement with emerging CIL charging schedules. We understand that on the back of the group's work, the Department for Communities and Local Government is hoping to publish a revised set of Statutory Guidance before the end of the year. This will address many of the issues that are of concern to the development industry. In addition, we understand that Ministers will consider a consultation process on further changes to the CIL regulations to address those issues that cannot be dealt with by clarifications in the Statutory Guidance, with a view to some further amendments to the Regulations in 2013.
