As per our members’ newsletter from 4th August, we have received the following notification and request from the Department for Education (DfE) about this:
You may know already that, in July last year, the government agreed in the Post 16 Skills Plan to accept all the recommendations made by the Independent Panel on Technical Education, led by Lord Sainsbury. At the heart of these reforms is the creation of a new national system of technical education, organised in 15 “routes” to skilled employment. These routes will be provided in workplaces (apprenticeships) and in colleges or other training providers.
More recently, the Secretary of State for Education, Justine Greening, has set out her intention that these reforms prompt a skills revolution across our country. Anne Milton, Minister of State for Apprenticeships and Skills has written to providers and others across the education system, setting out proposals for first teaching of T levels in September 2020, with all routes available by September 2022.
The DfE wants employers to be engaged at each stage of the development of this new system: in designing the standards, developing the content, and approving final programmes for delivery to young people. They are currently seeking industry professionals to co-design the content of new T-level programmes. This will involve designing the content of the classroom-based T Level qualifications, and advising on broader programme requirements.
They ran an initial recruitment exercise earlier this year. At this stage, they referred to ‘panels of professionals’, and can now confirm that they will be known as T level panels. They are now conducting further recruitment for specific routes to be delivered in 2020 and 2021. These routes will include Construction and Engineering and Manufacturing.
The DfE are keen to recruit experienced practitioners or managers/trainers of practitioners who can understand and articulate what it takes to move to skilled employment in their field. They would also welcome strong applications from professional bodies or trade associations, if they are able to demonstrate their ability to represent and consult across industry and have experience of working on the development of industry standards.
HBF members are well-placed to reach to practitioners and other suitable professionals who would be ideal candidates to join a T level panel. The DfE encourage the sector to consider if this opportunity is for you, and would be grateful if you could share this information with your wider networks.
