Supplementary Planning Documents (SPD) have replaced Supplementary Planning Guidance (SPG) and may be produced to provide policy guidance to supplement adopted policies and proposals in DPDs. They carry less weight than DPD in the determination of planning applications, but must undergo a formal process of consultation. HBF keeps a close eye on local authorities' use and preparation of SPD as there is strong evidence that many are seeking to use SPD to circumvent the formal statutory DPD preparation process.
